Hi Walt,
In Desktop view submenus are opened on Hover using onHover function. Function onClick is used in Desktop view to open a link and go to a page when you click on menu or submenu item.
As you know, hover behavior doesn’t exist on touchscreen devices. So in responsive views submenus are opened and closed using onClick function. If submenu item is a parent for other items of next submenu level, then onClick function will open next level menu. If it does not have any submenus, then onClick function will open the page if you have set any link for it.
Therefore, the described situation with the responsive menu on your side is behavior by default.
